UPDATE: After being offline for more than an hour, the service seems to be operational again. Users are reporting that all previously sent messages with one tick now display double ticks and they are able to also receive texts. The syncing of other devices with the app also seems to be stable at the moment.
Outage reports have dramatically increased since around 11:00 as indicated on the graph.
